Southeast Asia needs regional aviation regulators, says AirAsia chief

His suggestion comes after Indonesia AirAsia Flight 8501 crashed on December 28. – The Malaysian Insider pic, January 23, 2015.Southeast Asia needs regional aviation regulators to streamline a fragmented safety framework and ensure common standards for aircrew training in the booming industry, AirAsia's group chief executive officer said.The patchy airline safety record of Indonesia, the largest country in the region, has been in the spotlight after Indonesia AirAsia Flight 8501 crashed into the Java sea on December 28, killing all 162 people on board.The Association of Southeast Nations (Asean) has no regional agencies overseeing aviation safety or co-ordinating air traffic control, unlike the more developed European market."It's time for Asean institutions to step forward, for commonality and for standardisation, and for quality," AirAsia chief Tony Fernandes told Reuters in a television interview at the World Economic Forum in Davos today.Though the cause of the AirAsia crash is still unknown, aviation experts have seized on the incident to point to the region's congested skies and patchwork of differing safety standards."We should have one Asean regulator for air traffic, one Asean safety standard, one pilot training qualification, so there will be mobility of workforce," Fernandes said."So Asean is not just about Open Skies, it's about having some Asean standardisation and institutions to further advance the Asean aviation industry."Asean is pushing ahead with plans to establish a single aviation market, or "Open Skies", by 2015, which will allow its members' airlines unfettered access to each other's markets.But the group, whose 10 member states range from developed Singapore to impoverished Myanmar, has made scant progress on adopting uniform technical and safety operating procedures.Apart from Indonesia, AirAsia operates a series of minority-owned affiliates in Thailand, the Philippines and India. Teen sisters among a rare breed of falconers

Stephanie Thomson, 17, with her red-tailed hawk, during a falconry session in Brownsburg, Ind., on Jan. 10, 2015.(Photo: Robert Scheer, The Indianapolis Star)BROWNSBURG, Ind. — The hawk sat high in the tree, still and watchful.Below, three girls, a mother and a father slowly walked through a vacant lot tucked between homes, strip malls and apartments.In a rough line, the Thomson family pushed through dense brush, tree shoots and bramble vines that grabbed on to clothes and skin.The hawk in the tree, a young male red-tail named Criere, belongs to Stephanie, the oldest of the girls.The 17-year-old and her 15-year-old sister, Caroline, are among a very small and dedicated group of people who practice falconry, the state- and federally regulated sport of hunting with raptors. There are just 85 licensed falconers in Indiana and 3,800 falconers nationwide.In Indiana, Stephanie and Caroline Thomson are among the youngest.As the family walked, every so often, one of them would whack a snow-covered pile of brush or sticks with what looked like an old ski pole.Suddenly, all the commotion did its job, and a cottontail rabbit jolted out from a hidden hole."Hey! Hey! Hey! Hey! Hey!" Stephanie shouted, her voice pitched with excitement as she hoped to catch the attention of the bird and direct it to the speeding bunny.But Criere didn't need prompting.He came rocketing down from its perch, a missile of feathers, talons and a razor-sharp beak. The rabbit let out frightened scream as the hawk clobbered it on the snow.Stephanie and Criere had been training for moments like these since she trapped the young bird from the wild in the fall of 2013.'These are still wild animals'
Caroline's bird, a female red tail that she named Drea, was trapped at the same time.In Indiana, it's legal to acquire a wild bird and hunt with it.Indeed, trapping your hunting partner is what Indiana wildlife officials say an apprentice falconer is legally required to do to enter the world of falconry, a term that applies to keeping and hunting with raptors such as eagles, hawks, falcons and owls.But to call what the Thomson teens and other falconers do a "sport" or even "pet ownership" doesn't do justice to the relationship between the handlers and their birds. Nor does it cover the responsibilities to which these teenagers have committed.For one, while a bond exists between the girls and their hawks, the affection the girls feel for their birds doesn't get shared."They would be the worst pet ever, I tell you," Stephanie said. "These are still wild animals."Adds Caroline: "We're good hunting partners. We're not really good buddies."'A good responsibility'This is why it's imperative for the girls to immediately retrieve their birds if the hawks make a kill. If the hawks' appetites become satiated, they're apt to fly off and abandon their handlers.So food plays a key role during bonding, training and hunting. The girls weigh the birds to make sure they are healthy, and feed them some of the rabbits they might have killed during one of their frequent hunting trips.Caroline Thompson"It's not like 'Awww, I love you.' It's 'I love your food.' " Stephanie said. "It's not like a personal relationship, and they fly to you because you've had them for so long, and you're nice to them. It's like, 'You have food. I know I can get it from you and no one else is going to give it to me.' "Dianne Moller, a spokeswoman for the North American Falconers Association, said there's a reason there are fewer than 4,000 falconers nationwide. She said the time commitments of caring for a raptor isn't for everyone."Some have this romantic notion that it's something glamorous," she said. "They don't realize the perpetual responsibility and daily devotion. A gun hunter puts their gun away in the closet at the end of the season, but a raptor has to be taken care of."But that's part of the appeal for the Thomson girls."It's good responsibility," Stephanie said. "I love it."Discovering a lifestyleThe family loves birds and is a frequent visitor of the Eagle Creek Park's ornithology center. So when they found out there were a pair of falconers at their church, they were intrigued. One took the girls out hunting with his hawk.The hunter, Edwin Brochin, a state-licensed, master-class falconer has been hunting with raptors for 13 years. He offered to mentor them on the spot."They've really not let me down," said Brochin, who keeps a Cooper's hawk, a Finnish goshawk and a red tail. "They've outdone a lot of seasoned veterans in the sport in just their first and second years."They needed to jump through more than a few regulatory hoops to become falconers.Before the girls could trap their birds, an Indiana Department of Natural Resources conservation officer did an inspection to ensure they had the equipment needed to safely and comfortably house, move and hunt with the birds.Brochin had to agree in writing that he would sponsor them while they're in an apprenticeship program, which lasts at least two years.They also had to pass a state falconry test before they trapped their birds, which are fitted with a state-issued leg band.The girls say they helped build equipment, such as outdoor aviaries for the birds — known to falconers as "mews." And they paid for most of the equipment with babysitting money they'd been saving for years.Acquiring a bird
Catching their birds wasn't easy.The girls used a mesh wire cage covered in hundreds of noose-like snares of fishing line. Inside, went a live quail. The girls placed the cage in a field and waited for a bird to pounce on the cage and get its talons snared in the line.Only juvenile red tails still too young to have their trademark red feathers can be nabbed. Adult birds, by law, must be set free.Then came hours and hours of training to ensure the birds were comfortable standing on the girls' thick leather gloves and that they would come to a whistle or a meat-baited, bird-shaped lure flung on a leather tether.The Thomson girls says being home-schooled by their mother, Kim, has helped immensely. It's given them more time to spend hunting and caring for their birds.Falconry has become a part of their biology curriculum. Cleaning rabbits is a poignant anatomy lesson.Meanwhile, the Thomsons have taken to falconry so much they've adopted the terminology.When asked if the girls have any older siblings, father Robert Thomson, finance director for the Indianapolis Airport Authority, says: "Two of them have fledged."Adds their mother Kim Thomson: "We have three nestlings."'Not catching'The Thomsons also have turned hunting into a family outing, one where everyone participates, including little Lauren who helps thump brush to get rabbits to move for the birds.On the recent hunt that included a shrieking bunny, the cottontail escaped before becoming a meal, leaving a clump of brown fur in the snow.No cottontails died that day in spite of the hawks making several dive-bombing attempts.But that, says Stephanie, is part of the experience."It's called 'hunting' not 'catching.' " she said. "Sometimes we've been out for an hour and had two rabbits, and we went home. Sometimes we went for five hours, and we got nothing."Not to worry about Criere's hunger pangs. The girls always carry raw rabbit pieces in a leather bag at their waists.After the hunt, he sat on her leather glove, shredding a rabbit haunch. 'Pembalakan di Lojing beku sejak 2006?'

Sahabat Alam Malaysia (SAM) merujuk kenyataan menteri besar Kelantan pada 3 Januari lalu yang disiarkan dalam beberapa akhbar tempatan. Menteri Besar menyatakan kegiatan pembalakan di Tanah Tinggi Lojing telah dibekukan sejak 2006.

Bagaimanapun timbul persoalan dan SAM menggesa menteri besar memastikan kesahihan kerana mengikut sumber Jabatan Perhutanan Negeri, pada 2014 sahaja sebanyak 41 lesen konsesi pembalakan diluluskan dalam Hutan Simpanan Kekal (HSK) di Jajahan Hutan Kelantan Selatan (meliputi Jajahan Gua Musang dan Jajahan Kecil Lojing).

Kebanyakan kelulusan lesen konsesi pembalakan dalam HSK di Jajahan Hutan Kelantan Selatan adalah untuk tujuan tanaman monokultur atau apa yang dinamakan Hutan Ladang pada skala yang besar.

Sebelum dilaksanakan tanaman monokultur dalam HSK (TMDHSK), litupan hutan asal (hutan asli) akan diusahahasil (harvesting) secara tebang habis.

Penebangan secara tebang habis tersebut tidak tertakluk kepada ‘sustainable forest management’ dan Catuan Tebangan Tahunan (CTT).

Kenyataan menteri besar bahawa Kelantan mengamalkan pengurusan hutan secara mampan dan telah memperolehi pensijilan ‘Malaysian Criteria and Indicators for Sustainable Forest Management’ (MC&I) hanyalah tertakluk kepada kegiatan pembalakan dalam hutan asli di HSK sahaja.

Tetapi kawasan HSK yang dilakukan tanaman monokultur, perlombongan dan lain-lain kegiatan tidak tertakluk kepada pensijilan tersebut.

Kadar curahan hujan yang tinggi tidak boleh dijadikan faktor utama yang menyumbang kepada bencana banjir kerana seperti yang diketahui monsun timur laut di antara bulan Oktober hingga Mac sememangnya membawa hujan lebat ke pantai timur pada setiap tahun.

Geofizikal dan topografi negeri Kelantan juga mempunyai beberapa banjaran utama yang merupakan sebagai ‘Central Forest Spine’.

Oleh kerana itu mengikut Rancangan Fizikal Negara (RFN) kawasan tersebut dikategori sebagai Kawasan Sensitif Alam Sekitar (KSAS) yang perlu dipelihara.

Walaupun pihak berkuasa negeri telah menerima pakai RFN tetapi mendukacitakan kerana kebanyakan KSAS tersebut telah dimusnahkan oleh kegiatan manusia terutama pembalakan dan untuk tujuan pertanian.

Malah kegiatan tersebut didapati dilakukan tanpa kawalan walaupun Pihak Berkuasa Negeri mengakui mempunyai ‘standard and operating procedure’ dan diluluskan oleh pihak-pihak berkuasa berkaitan.

Pihak Berkuasa Negeri harus memahami bahawa apabila kawasan ‘Central Forest Spine’ yang dikategori sebagai KSAS dimusnahkan dan dilakukan kegiatan selain guna-tanah hutan, impaknya adalah terhadap hidrologi hutan.

Permukaan tanah yang terdedah kepada kadar curahan hujan yang tinggi akan menyebabkan lebihan air larian permukaan, hakisan lereng bukit, kerosakan struktur sungai dan kemerosotan kualiti air.

Hutan asli adalah aset yang sangat penting kerana salah-satu fungsi dirian pokok dan tumbuhan ialah mampu menadah curahan hujan manakala reputan di lantai hutan melindungi tanah daripada impak secara terus curahan hujan.

Di samping itu apabila hutan dimusnahkan, proses penyejatan meningkat dan paras wap air juga biasanya lebih tinggi.

Berdasarkan pemerhatian dan kajian, SAM telah mengenal-pasti antara faktor yang menyumbang kepada bencana banjir di Kelantan baru-baru ini adalah daripada kegiatan manusia yang mengeksploitasi KSAS terutama HSK.

Sebagai contoh:
Pembalakan secara tebang habis berskala besar untuk tujuan tanaman monokultur atau (apa yang dinamakan Hutan Ladang) di Jajahan Gua Musang iaitu sebahagian Hutan Simpan Sungai Berok (HS Sungai Berok), HS Batu Papan, HS Hulu Galas dan HS Gunung Rabong;
 Pembalakan secara tebang habis berskala besar untuk tujuan perlombongan di Jajahan Gua Musang iaitu di HS Sungai Betis dan HS Nenggiri;
 Pembalakan secara tebang habis berskala besar untuk tujuan tanaman monokultur atau (apayang dinamakan Hutan Ladang) dilakukan juga di beberapa jajahan lain.
Namun begitu tidak dinafikan terdapat juga faktor lain daripada kegiatan manusia dan faktor semulajadi yang menyumbang kepada bencana banjir.

Malah Sultan Kelantan, Sultan Muhammad V telah bertitah bahawa semua pihak agar sedar musibah banjir yang berlaku adalah akibat perbuatan manusia sendiri.

Oleh itu SAM berharap Pihak Berkuasa Negeri akan menghentikan dan tidak meluluskan lagi kegiatan-kegiatan yang berisiko impak di KSAS terutama dalam HSK.

SAM juga menggesa Pihak Berkuasa Negeri dan pihak-pihak berkuasa berkaitan mematuhi dan mengguna-pakai pelan perancangan fizikal terutama Rancangan Fizikal Negara (RFN) dan lain-lain dasar/polisi yang berkaitan pemuliharaan dan perlindungan alam semulajadi disamping menguatkuasakan peruntukan undang-undang sedia-ada.

UM students will lose out with exit of talents, says ex-student leader

Future generation of students will be the biggest losers if there is political interference in the running of the country's oldest university, Universiti Malaya, said its former student leader.Fahmi Zainol, the former president of the UM's student council, said political interference would not only arouse hatred among the students but also affect their morale and motivation to study.He said this today in response to the impending replacement of deputy vice-chancellor (academic and international) Professor Dr Mohd Hamdi Abd Shukor, who reportedly will not be getting an extension on his contract.Another deputy vice-chancellor Professor Datuk Dr Rohana Yusof, who is in charge of student affairs, is also set to be replaced for "being too lenient with students".Putrajaya was said to have refused to renew Hamdi's contract because he allegedly did not support Umno.His three-year contract as vice-chancellor ended on December 31 last year and he is now an ordinary lecturer at UM's Faculty of Engineering."The values and pride of Universiti Malaya is being trampled upon because of human desires which are never satisfied," Fahmi said today."What else is left in Malaysian universities, or specifically Universiti Malaya? If politics mixes with the academic world, everything will be chaotic."Fahmi said future generations of students would be the biggest losers as the quality of knowledge being passed down was insufficient."The quality of lecturers is lessening with talented individuals being expelled from the academic world, just because they have different views about the country's leaders."Fahmi questioned what Putrajaya would do next and would they appoint retired professors and bring them back to the academic world?"Of course they would reappoint individuals who love or excel at flattery. It is sad to read about news like this," he said."The motivation to return to Universiti Malaya to study is gone, and added into the mix is hatred at the political interference in the academic world."Fahmi said he hoped that an opportunity would arise for him to continue his studies elsewhere instead of returning to a place which was now tainted.Fahmi was among eight students, dubbed the UM8, who were punished for organising a talk by opposition leader Datuk Seri Anwar Ibrahim.He and another student leader, Safwan Shamsuddin, received the harshest penalties of a fine and immediate suspension and were unable to sit for their final examinations as a result. The rest were fined RM150 each while one was let off with a warning.Hamdi told The Malaysian Insider that the Education Ministry did not approve the extension of his contract after his name was submitted by UM.Three weeks after he vacated the office, UM has yet to appoint a new deputy vice-chancellor in charge of academic affairs.Meanwhile, Rohana is said to be replaced over recent incidents involving student and academic freedom."UM will get a deputy vice-chancellor in charge of student affairs who is stricter," said a source, noting that under Rohana’s watch, students had forced their way past the campus gates on October 27 last year to carry out a banned talk featuring opposition leader Datuk Seri Anwar Ibrahim.Under Rohana, students had also gathered on campus in November last year to protest the disciplinary action taken against the UM8 who had organised the talk.UM, founded in 1949, has long been a nurturing ground for student leaders, some of whom today are ministers, politicians and leaders in society. But appointments of university heads, or vice-chancellors, are made by the federal government.The source noted that Hamdi had a stellar track record and is ranked among the university's youngest and brightest after being promoted to a full professor in 2010 at the age of 39, while serving as the head of UM's Department of Engineering.Hamdi, who hails from Muar, Johor, is a fellow with the Institution of Mechanical Engineers (United Kingdom) and a chartered engineer registered with the UK Engineering Council."Even though he has an excellent track record, including in administrative matters, and is among the best,his tenure will not be extended," said the source, adding that it was a huge loss for UM."Professor Hamdi's potential is enormous."The source blamed the current vice-chancellor for being too weak and subservient to Umno."There is no room for differences of opinion as being a supporter of Umno is now the main criteria," said the source.UM may also lose Professor Datuk Dr Redhuan Othman if it chooses not to re-hire him once he retires next year.His looming retirement was given as the reason his tenure as Dean for the Faculty of Arts and Science was not extended after his term ended in June last year.Last year, Redhuan was removed as director of Universiti Malaya's Centre for Democracy and Elections (UMcedel) after his research left the ruling parties unhappy."It is unfortunate if this happens because Redhuan has proven he is an excellent professor, including producing the most number of PhD graduates in the last convocation."Given UM's trend of hiring retired professors, as well as the fact that his services are needed, this issue may not arise."Besides, all the deans and many professors who were recently retired have continued working for the university," said the source.UM had recently reappointed the director of the Research Centre for Malay Excellence, Professor Datuk Dr Yaacob Harun, following his retirement.The director of UM's Centre for Continuing Education (UMCCed) Profesor Datuk Dr Mansor Mat Isa was also reappointed despite having retired.UM has been plagued with problems since the Education Ministry announced the appointment of Professor Datuk Dr Mohd Amin Jalaludin as the new vice-chancellor of UM.He was seen as having failed to stand up for his staff when associate professor Dr Azmi Sharom was charged with sedition last year over his comments on the Perak constitutional crisis. – January 23, 2015.

Perkasa chief Datuk Ibrahim Ali speaking at the group's annual conference last month has denied being the one who made racially-sensitive remarks in a video clip from 2010. – The Malaysian Insider pic, January 21, 2015.Perkasa chief Datuk Ibrahim Ali disagreed that he had uttered racist remarks against the Indian and Chinese communities after a video showing him making a racist speech was played in court.“It looks like me, it sounds like me... but the movement of the mouth isn’t consistent with what the image was saying... so it might not be me.“I disagree that it’s me," Ibrahim told the Shah Alam High Court today.He was testifying during cross-examination in his defamation suit against theSun, its former managing editor Chong Cheng Hai and deputy editor, special reports and investigations Terence Fernandez.Ibrahim is suing the paper and its then senior editors for an article written by Fernandez on the Sultan of Selangor’s refusal to launch Perkasa’s first general assembly.Ibrahim claims that the article, which was published on March 17, 2010, was the first to label him a racist and chauvinist.Earlier, Ibrahim told the court that the article had caused him to lose the opportunity to stand as a Barisan Nasional candidate in the 13th general election.During the cross examination, the defence presented a number of articles in various publications that showed Ibrahim’s strong leanings towards promoting Malay rights and Islam.One article published by Mingguan mStar dated March 28, 2010 touched on an allegedly defamatory article titled: “Perkasa President Cannot Be Prime Minister".In reference to the article, Ibrahim alleged that the writer Nurul Ain Mohd Hussain had got her facts wrong regarding his audience with the Sultan of Selangor, but he did not pursue the mistake as he “did not have enough time".“So many reporters call me for interviews... I can’t recall everything. Sometimes during exclusives you speak a lot, you say a lot of things but when it’s published, the reporters will shorten the sentences, they might take it out of context or spin it.“When the reporter brought up that question, it was like the reporter put words into my mouth. I was answering her question but it ended up looking as if the Sultan brought up the topic (concerning the alleged chauvinism shown by him and Perkasa) and I discussed the issue with the Sultan," said Ibrahim.He claimed that many publications and articles featuring him had “got it wrong" and were not entirely accurate. That's why they still have to apply for one," he said.He was responding to criticism by Malaysian Association of Tour and Travel Agents (Matta) president Hamzah Rahmat that the visa fee-free move was only a "half-hearted" gesture.Hamzah said paying for a visa was not the main issue as the amount is peanuts for most Chinese tourists who are the world’s biggest spenders.He said the hassle of having to apply and wait for a visa could be a deterrent.“We cannot make a unilateral decision. PAS president Datuk Seri Abdul Hadi Awang believes local government elections can lead to racial discord. – The Malaysian Insider file pic, January 23, 2015.In PAS president Datuk Seri Abdul Hadi Awang's worldview, punishments like chopping off hands and stoning for crimes are par for the course but taxpayers cannot elect local government representatives because it can lead to racial discord.He also subscribes to the view that most Malays still remain in rural and semi-rural areas while the Chinese are the majority in urban areas, if his comments against the DAP's proposals to have the third vote is anything to go by."What more when we look at it from a racial aspect which could cause the gap to widen and polarisation to happen, as well as tensions between residents in a town with a Chinese majority."Just compare the RM250 million annual income of a local council in Selangor with the RM50 million of another local council in the same state where the majority is of a different race," Hadi said."We should not see political victory and economic power as being for one race only in a multiracial society."We should not support something that can be a catalyst for instability, or something that would widen the divide between urban and rural communities, and more frighteningly, something that could result in a repeat of the May 13 riots that is a black mark on our country's history," he said.Really? This from the leader of a party that once pushed for an Islamic welfare state as its mission in the last general election, only to once again go back to insisting on hudud for the only state it runs.Is it any wonder that PAS can only be one-term governments in other states than Kelantan? It's insistence for "divine" punishments over taxpayers' rights is a turn-off, even for urban Malays in Terengganu where it ruled for one term from 1999 and Kedah from 2004.From Hadi's comments, one can only surmise that he is not above canvassing for votes among all races but will cite racial factors to deny something as democratic as choosing one's own local government.Or is he against the DAP's proposal for the third vote because that party is against PAS's push for hudud? It this a case of tit-for-tat between the two allies in Pakatan Rakyat (PR)?Perhaps Hadi should get up to speed on the fact that more Malays are now in urban areas, and that urbanisation has spread to more areas in Malaysia – even his sleepy fishing village of Marang in Terengganu.And that local government elections and policies cut through race and religion – it is about services and facilities, and planned development rather than a case of racial supremacy.If one didn't know better, Hadi sounds more like an Umno man rather than a PAS politician who talks about Islam rather than race.Hadi's view reflects that of a man and politician still stuck in the race-and-religion divide, the urban-rural gap politics of a developing Malaysia. But this is Malaysia of the 21st century where Malaysians of all stripes just want a government that represents their wishes.After all, the PR alliance has agreed on local government elections but not hudud.If Hadi truly believes that Malaysians want hudud, why can't he see that they also want local government elections. Or, at the very least, put it to vote in Parliament – the same way he wants hudud to be debated.But, Hadi rather take potshots from his fishing village home and be content with preaching from the pulpit every Friday, instead of confronting his allies in a PR leadership meeting and thrash out all issues.If that is the case, PAS has to review its options of whether to remain in PR. It cannot have a village ustaz leading a party of scholars and professionals in the 21st century. Malaysia deserves better politicians than those who just harp on racial discord as a reason not to have more democracy. – January 23, 2015.

PM: Laporan MH17 siap pertengahan 2015

Laporan akhir berhubung tragedi pesawat Malaysia Airlines (MAS) Penerbangan MH17 dijangka siap selepas pertengahan tahun ini, kata Datuk Seri Najib Tun Razak.
    
Perdana Menteri yang sedang mengetuai delegasi Malaysia ke Forum Ekonomi Dunia (WEF) ke-45 di Davos, Switzerland berkata, perkara itu dimaklumkan oleh rakan sejawatnya, Perdana Menteri Belanda Mark Rutte pada sesi pertemuan dua hala Khamis.
    
Beliau berkata, laporan itu sedang disiapkan oleh jawatankuasa bebas yang ditubuhkan khas untuk menyiasat tragedi itu yang diketuai Belanda.
    
"Beliau (Rutte) telah berjanji supaya sebelum laporan itu diumumkan, akan maklumkan kepada saya, apa dia rumusan dan dapatan daripada laporan tersebut.
    
"Sekali lagi, Perdana Menteri Belanda mengulangi bahawa tragedi MH17 ini telah membawa kedua-dua negara kita lebih rapat lagi dari segi hubungan," kata Najib yang juga Menteri Kewangan kepada pemberita Malaysia di Davos Khamis.

Pada 17 Julai lepas, pesawat MH17, yang berlepas dari Amsterdam ke Kuala Lumpur terhempas di Donetsk, Ukraine berdekatan sempadan Rusia.
    
Pesawat Boeing 777-200 yang membawa 298 orang termasuk 283 penumpang dan 15 anak kapal itu, dipercayai ditembak jatuh tetapi belum ada pihak yang mengaku bertanggungjawab terhadap tragedi itu sehingga sekarang.
    
Selain rakyat Malaysia, penumpang pesawat itu terdiri warga Belanda, Australia, United Kingdom, Jerman, Belgium, Kanada, New Zealand, Indonesia dan Filipina.
    
Najib berkata pertemuan kira-kira 20 minit itu turut membincangkan tentang minat Belanda dalam minyak sawit dan kayu balak.
    
Selain itu, Perdana Menteri turut mengadakan pertemuan dua hala dengan Perdana Menteri Turki, Ahmet Davutoglu dan Ketua Menteri Andhra Pradesh, India, Chandra Babu Naidu.
    
Antara yang dibincangkan termasuk langkah untuk terus meningkatkan hubungan dua hala dalam semua bidang  termasuk teknologi, ekonomi, perdagangan dan ketenteraan.

'Allah’ ban wrong if not linked to conversion, says law don

The ban on using the word Allah is unconstitutional if it is not linked to proselytisation, said Emeritus Professor Datuk Dr Shad Saleem Faruqi. – The Malaysian Insider pic, January 23, 2015.Any blanket ban on the use of "Allah" and other Arabic words by state laws without linking it to proselytisation is unconstitutional, Emeritus Professor Datuk Dr Shad Saleem Faruqi told a lecture on human rights today.The Universiti Teknologi Mara law lecturer said a ban on the word was particularly unfair to the people of Sabah and Sarawak, who have used it for a long time."I've said this many times before, 'Allah' precedes Islam."It may have even preceded Christianity and Judaism. It is a word more ancient that these religions," he said during question and answer session with law students at the Brickfields Asia College in Petaling Jaya today.He said the word was also used by Sikhs and Hindus.He said the only issue that arose was in Article 11(4) of the Federal Constitution that permits the state to pass laws to regulate the preaching of religion to Muslims."Religiously and linguistically speaking, there is no basis for the ban, but Article 11 clause four is there."Some Muslims are saying that the use of the word is an attempt to proselytise," he said.But he added that to have a blanket ban on 35 Arabic words as in the case of Selangor without linking the usage to proselytisation was beyond the scope of Article 11 (4)."Article 11 does not authorise a complete ban no matter what, unless it invokes proselytisation," he said.The Selangor Non-Islamic Religions (Control of Propagation Among Muslims) Enactment 1988 bans non-Muslims from using 35 Arabic words and phrases, including "Allah".Shad said today the concern now was that the Court of Appeal ban on the word appeared to be broad enough to cover Sabah and Sarawak.He added that this was a problem as some of the people there only spoke in Malay."They have been using the word for a long time and nobody can tell them to wipe out their childhood memories and ask them to use new vocabulary."It is totally oppressive and unjust to ask them to change things," he said.Shad was referring to the appellate court’s decision to uphold the Home Minister's ban on the use of the word Allah in the Catholic weekly.The Catholic Church took their case to the Federal Court, which denied it leave to appeal against the ban in a 4-3 majority decision.The church's review application against the Federal Court decision was also dismissed on Wednesday, ending the church's long struggle that began in 2009. – January 23, 2015.

Will universities be subject to budget cuts, asks DAP

Serdang MP Dr Ong Kian Ming said it was unlikely that public universities would not suffer budget cuts as a result of the RM3.2 billion expenditure review announced on Tuesday. – The Malaysian Insider file pic, January 23, 2015.Will public universities suffer major budget cuts under the Budget 2015 revision while funds allocated to early childhood education programme Permata remain unaffected, DAP asked today.Serdang MP Dr Ong Kian Ming raised this issue following the prime minister's announcement on Tuesday that the largest expenditure review would involve RM3.2 billion in grants and transfers to statutory bodies, government-linked companies and government trust funds.Ong said in a statement today that as all public universities with the exception of International Islamic University were statutory bodies, they would be affected by this expenditure review.Datuk Seri Najib Razak on Tuesday announced an RM5.5 billion cut in the Budget 2015's RM223.4 billion government operating expenditure in view of falling global oil prices.According to the Economic Report 2014-2015, grants to statutory bodies from the operation expenditure were estimated at RM16.7 billion.In the Budget 2015 expenditure estimates, RM7.4 billion was allocated for the operational expenditure of 20 public universities, effectively making up 44% of the total RM16.7 billion allocated to statutory bodies.Ong said it was unlikely that public universities would not suffer budget cuts as a result of the RM3.2 billion expenditure review announced by the prime minister.“The question is, by how much?" he said.“It would be unfair for our public universities to suffer major budget cuts when other programmes and expenditure items such as the RM30.7 million allocated to Permata under the Prime Minister’s Department go unscathed," he added, referring to the early childhood education programme of which the prime minister’s wife Datin Seri Rosmah Mansor is patron.There are more than 120 statutory bodies at the federal level, at least 10 government trust funds and numerous GLCs, most of which receive at least some funding from the federal government.Ong added that Najib's failure to table the breakdown of his budget revision in Parliament could mean that affected parties such as statutory bodies, GLCs and trust funds did not know whether they were affected by the expenditure review.The revised budget was tabled without the presence of any Pakatan Rakyat MP.The fiscal deficit target of 3% of the Gross Domestic Product (GDP) for the year has also been revised to 3.2%.Among the money-saving strategies the prime minister announced in the revision were deferring the 2015 National Service to enable the programme to be reviewed and enhanced and optimising outlays on supplies and services, especially overseas travel, events and functions and use of professional services.Najib said the transfers and grants to statutory bodies, government-linked companies and government trust funds, particularly those with a steady revenue stream and high reserves, would also be reviewed.He said the government would also intensify domestic tourism and postpone the scheduled electricity tariff and petrol price hikes for the industrial sector this year.DAP criticised Najib for his "unilateral" revision of the national budget for 2015 after it had been approved by lawmakers last year, saying it showed his "utter contempt" for Parliament. – January 23, 2015.

Pemuda PAS bimbang risiko cerun runtuh

Pemuda PAS berharap akan dapat bertemu dengan Datuk Bandar Kuala Lumpur Datuk Seri Ahmad Phesal Talib hujung bulan ini bagi membincangkan mengenai risiko kejadian tanah runtuh di kawasan cerun bukit di sekitar ibu negara.

Timbalan Ketua Pemuda PAS Wilayah Persekutuan (WP) Nurul Islam Mohamed Yusuf berkata pihaknya telah menghantar surat mencadangkan agar pertemuan itu diadakan pada 28 Januari depan.

Katanya, kejadian itu dibimbangi akan berlaku ekoran perubahan cuaca yang tidak menentu pada masa ini.

Beliau juga beharap untuk meninjau kawasan cerun yang dimaksudkan bersama Dewan Bandaraya Kuala Lumpur (DBKL) pada hari itu.

Katanya, usaha itu dibuat susulan kenyataan Ahmad Phesal 7 Januari lalu mengenai terdapat 1,740 cerun bukit telah dikenal pasti berdepan risiko tanah runtuh.

Ahmad Phesal juga mengakui, 620 daripadanya dikategorikan sebagai “sangat berbahaya” dan bakinya dianggap "bahaya".

Parlimen Segambut adalah kawasan paling berisiko dan disusuli dengan Lembah Pantai, katanya dalam satu kenyataan.

"Asas data yang dikemukakan oleh Kuala Lumpur Slope Information System (KuLSIS) ini, pihak DPPWP melahirkan kebimbangan dan usaha yang terancang perlu segera diambil oleh DBKL,” katanya.

Tegasnya, DBKL perlu menyedia maklumat kepada pengguna serta pelan tindakan kecemasan yang akan diambil.

Nurul Islam juga berkata pihaknya turut merujuk laporan Pelan Struktur Kuala Lumpur 2020 (Alam Sekitar) dan mendapati wujud pembangunan di kawasan cerun melebihi 30 darjah.

Hakisan tanah di tapak pembangunan itu masih berlaku, katanya yang merujuk laporan sama.

'Islam tertakluk pada kebebasan asasi'

Mahkamah Rayuan menetapkan bahawa Islam tetap tertakluk kepada had kebebasan asasi seseorang individu, walau menjadi agama rasmi Persekutuan mengikut Perkara 3(1) Perlembagaan Persekutuan.

Hakim Datuk Hishamudin Yunus dalam penghakiman setebal 46 halaman itu merujuk kepada satu kes melibatkan kumpulan transgender.

Katanya, Perkara 4(1) Perlembagaan Persekutuan menetapkan perlembagaan sebagai undang-undang paling tinggi dan undang-undang lain yang bertentangan dengan perlembagaan itu dikira tidak sah.

Beliau seterusnya memetik penghakiman oleh ketua hakim negara Tun Salleh Abbas dalam kes Che Omar Che Soh v Pendakwa Raya.

Katanya, hakim tersebut berkata, perkataan Islam dalam Perkara 3(1) perlu diberi maksud terhad berdasarkan Perkara 3(4) yang menyatakan bahawa tiada apa dalam Perkara tersebut menjejaskan peruntukan lain dalam perlembagaan.

Hishamudin berkata, mahkamah mendapati kes transgender tersebut mempunyai merit.

Ia merujuk kepada keputusan bahawa Seksyen 66 Enakmen Jenayah Syariah Negeri Sembilan 1992 yang menghalang orang lelaki daripada berpakaian perempuan sebagai bertentangan dengan perlembagaan dan tidak sah.

“Selagi Seksyen 66 berkuat kuasa, perayu (tiga orang transgender) akan terus hidup dalam ketidaktentuan, terseksa dan tidak bermaruah.

“Mereka datang ke mahkamah ini dengan harapan bahawa mereka akan dapat hidup dengan bermaruah dan dianggap sebagai warga yang setara dalam negara ini.

“Kami dengan ini menetapkan bahawa Seksyen 66 tidak konsisten dengan Perkara 5(1) dalam Perlembagaan Persekutuan, yang mana seksyen tersebut menghalang perayu daripada hak untuk hidup dengan bermaruah,” tulisnya dalam penghakiman sebulat suara itu.

Perkara 5 hingga 13 menetapkan hak warga Malaysia yang disenaraikan dalam Bahagian II Perlembagaan Persekutuan.

Perkara 5(1) menyatakan bahawa tiada individu yang boleh dinafikan hak ke atas nyawa dan kebebasan peribadinya mengikut undang-undang.

Keputusan Mahkamah Rayuan pada 7 November itu dilaporkan mengiktiraf transgender sebagai golongan yang mempunyai kecelaruan identiti gender.

Ia turut mengisytiharkan Seksyen 66, yang membolehkan transgender atau 'mak nyah' ditahan kerana berpakaian wanita sebagai batal dan tidak sah.

วันที่ 22 มกราคม 2015 Women’s Sense ได้เผยว่าดารานายแบบหนุ่มฮงจงฮยอนกำลังออกเดทกับนานะ After School โดยข่าวลือกล่าวว่าทั้งคู่เป็นคู่รักกันที่พบกันในรายการ Style Log ทางสถานี OnStyle นอกจากนี้ยังเผยอีกว่าทั้งคู่ใช้เวลาในวันคริสต์มาสด้วยกันที่สวนสนุกในอินชอน

นอกจากนี้ยังกล่าวว่านานะค่อยๆเปิดใจในความสัมพันธ์กับฮงจงฮยอนอย่างเงียบๆ และเรียกเขาว่า “จ้ง" ต่อหน้าทีมงานของสถานีโทรทัศน์

ต้นสังกัด Weedmay ของฮงจงฮยอนได้แถลงการณ์ถึงเรื่องนี้ว่า “ฮงจงฮยอนและผู้จัดการของเขาตอนนี้อยู่ต่างประเทศเนื่องจากไปทำงานถ่ายแบบ ตอนนี้เราไม่สามารถติดต่อพวกเขาได้ดังนั้นเราจึงตอบไม่ได้ในความสัมพันธ์ของฮงจงฮยอนกับนานะตามข่าวลือ เราจะเปิดเผยในทันทีเมื่อพวกเขากลับมาถึงในวันพรุ่งนี้"

ส่วน Pledis Entertainment ต้นสังกัดของนานะ After School ได้้ออกมาปฏิเสธข่าวลือโดยกล่าวว่า “เป็นเรื่องจริงที่นานะและฮงจงฮยอนสนิทกัน แต่ทั้งคู่ไม่ได้ออกเดทกัน ข่าวลือการออกเดทไม่เป็นความจริงเลย"

นอกจากนี้โปรดิวเซอร์รายการ We Got Married ซอนแฮยุน ได้ออกมาปฏิเสธข่าวลือการออกเดทของทั้งคู่เช่นกันโดยกล่าวว่า “เราได้ยินมาว่าทั้งคู่มีข่าวลือออกมาเมื่อเดือนที่แล้ว ดังนั้นเราจึงถามพวกเขาเพืี่อให้แน่ใจ ฮงจงฮยอนพูดเองว่า 'ผมเป็นเพื่อนกับนานะครับ’ หลังจากตรวจสอบเหตุการณ์แล้ว รายการ We Got Married เผยว่าพวกเขาจะไม่มีปัญหาในเรื่องนี้อย่างจริงใจ พวกเขาเชื่อฮงจงฮยอน"

The Penang government is puzzled whether the state will get any housing units by federal agency Perbadanan PR1MA Malaysia, following conflicting reports on where the affordable homes will be built.State housing exco Jagdeep Singh Deo said there were news reports yesterday on TV3 and New Straits Times Online quoting PR1MA chief executive officer Datuk Abdul Mutalib Alias as saying that the PR1MA housing would be built in Bertam in Kepala Batas.However, the report in The Malay Mail today quoting Mutalib stated that projects by PR1MA that are now open for applications are in Kuala Lumpur, Perak, Kedah, Malacca and Johor."There was no mention of Penang," Jagdeep said in a press conference today, urging Putrajaya to clarify if PR1MA houses were really being built in the state; and where, when and how many units would be built.He said it was confusing as the local authorities had yet to receive any plans from PR1MA on the project in Bertam."Such confusion must come to an end," he said, adding that in a November 25 letter from Minister in the Prime Minister's Department Datuk Seri Dr Shahidan Kassim to the Penang government, it was mentioned that PR1MA planned to build units in Balik Pulau, Teluk Kumbar and Bukit Gelugor.Jagdeep said it was important for Putrajaya and PR1MA to clarify the status of its plans in Penang when there were incidents of irresponsible parties using the agency's name to con house buyers.He cited a report in Utusan Melayu on January 21 that some people pretending to be PR1MA agents had collected payments of thousands of ringgit from people hoping to buy PR1MA units.He said Mutalib had said the conmen had cheated people of millions of ringgit using the PR1MA name."When you have a problem like this, Penang deserves to know about the PR1MA plans here so we can prevent people, especially those in the low and low-medium income groups, from being cheated."I will write to Shahidan again to highlight this issue... we are not blaming anyone. We also want to cooperate with the federal government so that PR1MA homes can come to Penang," he said.The Penang government has been asking the federal government since 2012 about the PR1MA projects, following announcements by Prime Minister Datuk Seri Najib Razak that the affordable homes would be built in the state. – January 23, 2015.
